"Import For" functionality for Group Owners

Hi OME team,

I really like the "Import For" functionality, however I was wondering if there was a way to enable this for group owners? The online permissions documentation is great for operations on files that already exist but is somewhat sparse regarding imports.

At present, I have lab-heads (who are group owners) who want to upload data to different members of their group. I'm disinclined to give them full Admin access.
